Non-player characters are usually characters that are either to powerful for a player character to control or simply a character that helps progress the story or assists characters in a small degree. For the manor, most of the npc's will be the staff, people who take care of manor along with characters which are simply off limits, the Queen of England for example.
Now, this does not mean you can't play part of the manor staff which takes care of the grounds and in fact some of the family and clan members may take much of the upkeep of the manor upon themselves. These NPC staff members can be controlled by player characters in a limited extent, for example 'a character may indicate in his post that the cook has made him dinner' he can not however have to cook go crazy and begin murdering people without a good, thought out story/reason behind this.
Some npc's may develop as a story plot device, i.e the evil ghost who begins stealing the breath of children. These npc's may develop through a characters background and roleplay, I am defiantly not opposed to players creating their own storyline as long as it doesn't hurt the rights of other players. We are all here to have fun. If there is some meta-plot someone would like to see or play out, let me know, I'm willing to assist, or just stand by and watch and referee.
